Hideki Otsuka is a Japanese politician currently serving as the Mayor of Sakuragawa in Ibaraki Prefecture. Born in the former Makabe Town, he began his political career as a member of the Makabe Town Council for three terms, followed by two terms on the Sakuragawa City Council. He was first elected mayor in 2013, campaigning on a platform that included the construction of a new public-private core hospital. Since then, he has been re-elected four consecutive times, most recently in October 2025.
