Hiram José Torres Montalvo is a Puerto Rican lawyer and New Progressive Party politician serving as Secretary of Consumer Affairs (DACO) of Puerto Rico since December 5, 2025, after confirmation by the Senate. He previously held the same cabinet post from November 2022 to April 2023 under Governor Pedro Pierluisi until that nomination was withdrawn following a negative Senate report. Torres Montalvo served as a San Juan municipal legislator from 2009 to 2017 and as secretary-general of the New Progressive Party from August 2023 to March 2025. He began his career in DACO's legal division in 2011–2012, later founded his own law firm, and holds a bachelor's degree in business administration and finance, an M.B.A., and a Juris Doctor, all from the Interamerican University of Puerto Rico.
