Representing the 7th district, which includes parts of Lane County, Manning has focused his legislative work on expanding automatic voter registration and supporting mail-in voting systems. Prior to his political career, he served 24 years in the U.S. Army and worked as a state correctional officer and police officer. He also served on the Eugene Water and Electric Board.
