First elected in 2021 to represent the 12th district, he assumed office in January 2022 and currently represents the 42nd district. Prior to his legislative career, Ballard served for 12 years in the United States Army, including as a lawyer in the Judge Advocate General's Corps. He also served on the Pearisburg Town Council and works as a partner at the law firm Headley Ballard LLC.
