Kisaburo Tokai is a veteran Japanese politician and a member of the House of Representatives, currently serving his 12th term. A graduate of Waseda University and a former architect at Nikken Sekkei, he entered politics following the death of his father, Motosaburo Tokai. Throughout his career, he has held significant positions including Minister of Education, Culture, Sports, Science and Technology, and Chairman of the Liberal Democratic Party's Policy Research Council. Known for his expertise in science and technology policy, he has been a proponent of educational reform and constitutional revision, including the formal recognition of the Self-Defense Forces. He has also served as a Special Advisor to the Prime Minister for Education Rebuilding and continues to be an influential figure within the Liberal Democratic Party.
