Kozo Hirayama is a Japanese politician currently serving as the Mayor of Nankoku City in Kochi Prefecture. Born in Nankoku in 1962, he graduated from Seijo University and spent many years working for the Nankoku municipal government, eventually serving as the head of the finance division and as deputy mayor. He was first elected mayor in 2017 and has since secured re-election, including a third term in 2025. During his tenure, he gained national attention for his decision to terminate a partnership agreement with DHC after the company's chairman made discriminatory remarks. He is also known for promoting local culture, such as adopting the 'Shamo Bancho' character as the city's official PR mascot.
