Born in 1974 and raised in Amelia County, he worked in agriculture and construction before entering politics. Cifers secured the Republican nomination in an upset during a 2024 mass meeting and subsequently won a 2025 special election to represent Virginia's 10th Senate District, succeeding John McGuire. He was sworn into office on January 15, 2025.
