He previously held the position of Minister of Labor and Social Protection in the Natalia Gavrilița government. Before entering national politics, Spatari had a distinguished career in labor consultancy, serving as the general director of Syndex Romania, where he focused on labor market issues, social dialogue, and minimum wage policy. He holds academic degrees from the State University of Moldova, the College of Europe, and the University of Nantes. Additionally, he is known as the founder and honorary president of the Moldovan Intellectual Games Club.
