An independent candidate, he achieved a significant electoral upset in the 2025 elections by defeating Senator Cynthia Villar, ending the long-standing political dominance of the Villar family in the city. Prior to his congressional service, Santos was a long-time member of the Las Piñas City Council, where he was known for his vocal criticism of local development projects and alleged illegal operations. He holds a Bachelor of Science degree in Mechanical Engineering from Adamson University.
