Rui Matsukawa is a Japanese politician and former diplomat currently serving as a member of the House of Councillors. Born in Nara and raised in Osaka, she graduated from the University of Tokyo and joined the Ministry of Foreign Affairs in 1993, where she specialized in international relations and ASEAN affairs. Entering politics in 2016, she was elected to the House of Councillors representing the Osaka constituency.
