Before his election as mayor, he held the position of Deputy Mayor of Gniezno from 2014 to 2024 and served as a member of the Gniezno County board. A member of the Civic Platform party, Powałowski spent over two decades working as a teacher and school administrator, including serving as the deputy director of a local middle school. He was elected mayor in the first round of the 2024 local elections with 61.65% of the vote.
