Before entering politics, he spent 27 years working within the Roman Catholic Diocese of Covington school system, where he served as a teacher, guidance counselor, and principal. Clines holds a Bachelor of Arts in English teaching from Northern Kentucky University and a Master of Educational Administration from the University of Cincinnati. He was first elected to the state legislature in 2022 and subsequently re-elected in 2024.
