N. Scott Phillips

N. Scott Phillips is an American politician, attorney, and management consultant serving as a member of the Maryland House of Delegates for District 10. A graduate of Virginia Union University and the University of Maryland School of Law, he previously held roles as a minority business program manager at IBM and as the Director of the Minority Business Development Agency Business Center in Baltimore. Since his election to the House in 2023, he has served on the House Judiciary Committee and was elected chair of the Legislative Black Caucus of Maryland in 2026. His legislative priorities include criminal justice reform, specifically ending the automatic charging of minors as adults, and advancing immigration protections through the Community Trust Act.
