Noboru Ota is a Japanese politician currently serving as the Mayor of Maniwa City in Okayama Prefecture, a position he has held since 2013. A graduate of the University of Kyoto, he began his career in the Kyoto Prefectural Government, where he served in various administrative roles including Director of the General Affairs Department and Vice Governor of Kyoto Prefecture. Since becoming Mayor of Maniwa, he has been re-elected multiple times, most recently in 2025. His administration is noted for its progressive social policies, including the 2021 implementation of a partnership oath system for same-sex and common-law couples, which was the first of its kind in the prefecture.
