Pat Proctor is an American politician and retired United States Army colonel currently serving as a member of the Kansas House of Representatives for the 41st District. First elected in 2020, he represents the Fort Leavenworth and Leavenworth areas. Beyond his legislative work, Proctor is an assistant professor of homeland security at Wichita State University, a published author on military strategy, and a developer of computer wargames. In April 2025, he announced his candidacy for Kansas Secretary of State.
