Puma Shen

Puma Shen is a Taiwanese criminologist, lawyer, and politician currently serving as a member of the Legislative Yuan. Born in 1982, he earned his Ph.D. in criminology, law, and society from the University of California, Irvine, and previously served as a faculty member at the National Taipei University. A prominent expert on information warfare and cognitive operations, Shen co-founded the civil defense education institution Kuma Academy and has been a vocal advocate for legislative reforms to counter foreign influence and gray zone activities. He was elected to the Legislative Yuan in 2024 and has been nominated by the Democratic Progressive Party as a candidate for the mayor of Taipei for the 2026 election.
