Tetsuya Kobayashi is a Japanese politician currently serving as the Mayor of Kumagaya in Saitama Prefecture. Born in 1959, he graduated from the Faculty of Economics at Chuo University in 1983 and initially worked at Okasan Securities. He began his political career in 2003 when he was first elected to the Saitama Prefectural Assembly, where he served five terms and eventually held the position of Prefectural Assembly Chairman. In 2021, he was elected Mayor of Kumagaya and was re-elected unopposed in 2025.
