Tim Barrow is a British diplomat and life peer who has served as a member of the House of Lords since 2025. A career civil servant in the Foreign and Commonwealth Office since 1986, he held numerous high-profile diplomatic roles, including Ambassador to Ukraine and Russia, and served as the Permanent Representative of the United Kingdom to the European Union during the Brexit negotiations. He also served as the National Security Adviser from 2022 to 2024. He is a Knight Grand Cross of the Order of St Michael and St George.
