James Todd Rutherford is an American politician serving as a member of the South Carolina House of Representatives for the 74th District, a position he has held since 1999. He currently serves as the Minority Leader of the House. A graduate of Howard University and the University of South Carolina School of Law, Rutherford is a practicing attorney who founded the Rutherford Law Firm. Throughout his legislative career, he has been a prominent advocate for medical marijuana legalization and was a leading voice in the successful effort to remove the Confederate battle flag from the South Carolina statehouse grounds. He continues to play a significant role in state Democratic leadership.
