Toru Hirabayashi is a Japanese politician currently serving as the Mayor of Echizen City in Fukui Prefecture. Born in 1965 in Echizen, he graduated from the Faculty of Engineering at the University of Fukui. Before entering politics, he had a long career with the Fukui Prefectural Government, where he served in various roles including head of road maintenance and construction, and eventually as the Director of the Civil Engineering Department. In 2026, he was elected unopposed as the Mayor of Echizen, having received recommendations from several major political parties including the Liberal Democratic Party, Komeito, and the Constitutional Democratic Party of Japan. He has expressed a commitment to strengthening disaster prevention capabilities and promoting local traditional crafts.
