Born in Ashiya, he graduated from Keio University and later earned a master's degree in public policy from the University of Pennsylvania. Before his mayoral career, he worked at Kobe Steel and the Japan Research Institute, and served as a member of the House of Representatives from 2009 to 2012. First elected as mayor in 2018 on a platform emphasizing administrative reform, including the abolition of mayoral retirement bonuses, he has since been re-elected twice.
