A long-time member of the Freedom Party of Austria (FPÖ), he previously served as the Mayor of Gaspoltshofen from 2003 to 2019 and as a member of the Austrian National Council. Between 2019 and 2021, he held the position of Landesrat in the Upper Austrian provincial government. In addition to his political career, Klinger manages a family-owned transport and catering business.
