Alyona Shkrum is a Ukrainian politician, lawyer, and human rights activist who currently serves as the First Deputy Minister for Communities and Territories Development of Ukraine. Previously, she served as a Member of the Ukrainian Parliament (Verkhovna Rada) for the 8th and 9th convocations, representing the Batkivshchyna party. An expert in international law with degrees from the Taras Shevchenko National University of Kyiv, the Sorbonne, and the University of Cambridge, she has been a prominent advocate for civil service reform and international security. Following the 2022 Russian invasion of Ukraine, she became a vocal campaigner for the exclusion of Russia from the United Nations and actively participated in international parliamentary delegations to secure support for Ukraine.
