Born in Weymouth, England, he moved to Canada as a child and spent his youth in the foster care system. Before entering politics, he worked in telecommunications and as a technician for the Halifax Water Commission. First elected in 2013 as a Liberal, he joined the Progressive Conservative Party in 2024 and has held several cabinet positions, including Minister of Education and Early Childhood Development.
