A lifelong New York City resident, he previously served in the New York State Assembly from 2006 to 2017. Throughout his legislative career, Kavanagh has been a prominent advocate for election reform, housing policy, and gun violence prevention, notably authoring New York's red flag law and the All-Electric Building Act. Before entering elected office, he worked as an aide to New York City mayors Ed Koch and David Dinkins and served as a policy director for the New York City Department of Homeless Services.
