Born in 1963, she is the daughter of prominent trade union leader John Halfpenny. Before entering state parliament, she held significant roles within the labor movement, including serving as the secretary of the Food and Confectionery Division of the Australian Manufacturing Workers Union and as an Industrial Campaigns Officer for the Victorian Trades Hall Council. She holds a Bachelor of Economics from La Trobe University.
