Before his federal career, he had a long tenure in provincial politics as a Member of the Legislative Assembly for Athabasca from 1995 to 2021, serving in various cabinet roles including Minister of Northern Affairs. He also served as the mayor of Île-à-la-Crosse, a position he held both before his provincial career and again starting in 2024. Belanger is noted for his transition from the Liberal Party to the New Democratic Party during his provincial career before returning to the federal Liberal Party.
