A graduate of Sungkyunkwan University, he began his career as a military judicial officer before practicing law. He served as an administrative officer in the Office of the President during the Moon Jae-in administration. First elected as Mayor of Bucheon in 2022, he has focused on urban development, local welfare initiatives, and the revitalization of the Bucheon FC 1995 football club. He is a member of the Democratic Party of Korea and has been recognized for his commitment to administrative transparency and policy implementation.
