Born in Chofu, Tokyo, she spent her high school years in the United Kingdom before graduating from Seikei University. Her professional background includes work at an international trade fair organizing company and as an administrative assistant at the University of Tokyo's Institute of Industrial Science. Degawa began her political career in local government, serving as a member of the Matsue City Council and the Shimane Prefectural Assembly. She was elected to the House of Councillors in July 2025 as a candidate for the Liberal Democratic Party, focusing on regional revitalization and the inheritance of local heritage for future generations.
