Previously, he represented the constituency of Islwyn as a Member of Parliament from 1995 to 2010, during which time he held government roles including Parliamentary Under-Secretary of State at the Ministry of Defence. Before his parliamentary career, he worked as a journalist and editor for the Free Press Group and served on the Gwent County Council. He is a member of the Labour and Co-operative parties and has held various opposition front-bench roles, including serving as a Shadow Spokesperson for Defence.
