Dilkens holds a Bachelor of Commerce, a law degree, an MBA, and a Doctorate of Business Administration. His tenure has focused on infrastructure development, including flood prevention and the promotion of the city as a hub for electric vehicle battery manufacturing. He has also been involved in regional healthcare planning and served as the chair of the Ontario Housing Supply Action Plan Implementation Team.
