Emanuel Cleaver II is an American politician and United Methodist pastor who has served as the U.S. Representative for Missouri's 5th congressional district since 2005. A member of the Democratic Party, he previously made history as the first Black mayor of Kansas City, Missouri, serving from 1991 to 1999.
