A member of the Democratic Party, he previously made history as the first Black mayor of Kansas City, Missouri, serving from 1991 to 1999. Throughout his career, Cleaver has been a prominent voice in the Congressional Black Caucus and has focused on urban development and federal investment in the Kansas City metropolitan area.
