Before entering the Senate, he enjoyed a distinguished career in the public and marine sectors, including serving as the president and CEO of the Saint John Port Authority. His extensive background includes over two decades with the Canadian Coast Guard, as well as senior leadership roles within the Privy Council Office and Indian and Northern Affairs Canada. Quinn holds a Bachelor of Science from Dalhousie University and is a certified professional accountant. He also serves as the Honorary Lieutenant Colonel for the 3rd Field Artillery Regiment.
