Joo Nak-young is a South Korean politician and career civil servant currently serving as the Mayor of Gyeongju. A graduate of Sungkyunkwan University and Seoul National University, he passed the 29th Public Administration Examination and held various high-level positions in the Ministry of the Interior and the Gyeongsangbuk-do provincial government, including serving as the Administrative Vice Governor of North Gyeongsang Province. First elected as Mayor of Gyeongju in 2018, he has since secured three consecutive terms, becoming the first three-term mayor in the city's history under the local autonomy system.
