Born in Sunbury, Victoria, in 1985, he pursued a career in education and science before entering politics. Prior to his election, he worked as an electorate officer and as a chief of staff to federal member Rob Mitchell. Throughout his career, Bull has been deeply involved with the Australian Labor Party, serving in various branch and committee roles, and he has also been an officer cadet in the Australian Defence Force Army Reserve.
