A graduate of the University of Western Ontario with degrees in economics and political science, he previously served as a city councillor for Ward 7 and as deputy mayor. During his tenure as mayor, Morgan has focused on addressing the city's health and homelessness crisis through the 'Whole of Community Response' initiative, while also prioritizing economic development and housing growth. He currently chairs the Federation of Canadian Municipalities' Big City Mayors' Caucus, where he advocates for federal and provincial investment in municipal infrastructure and public safety.
