Kahinda Otafiire is a Ugandan politician and retired Major General who currently serves as the Minister of Water and Environment in the Cabinet of Uganda. A long-serving figure in Ugandan politics, he has held numerous ministerial portfolios since the 1980s, including Internal Affairs, Justice and Constitutional Affairs, and Local Government. Otafiire was a key participant in the National Resistance Army guerrilla movement and later served as a delegate to the Constituent Assembly that drafted the 1995 Constitution of Uganda. He continues to represent Ruhinda County in the Parliament of Uganda.
