Before his parliamentary career, he served as a Bushenyi district councillor and as the vice-chairperson of Buhweju district. A former manager of several tea factories, Biraaro is also recognized as a prominent farmer specializing in coffee, tea, and banana production. In the 11th Parliament, he is a member of the Committee on Equal Opportunities and has been an advocate for consumer rights regarding utility services.

Michael Philip Lulume Bayigga is a Ugandan physician and politician currently serving as the Member of Parliament for Buikwe South Constituency. Born in 1970, he holds a medical degree from Makerere University and a Master of Policy Studies from the University of Zimbabwe. Before his legislative career, he established himself as a medical practitioner and director at the Kampala International Medical Centre. Bayigga previously served as the Acting Secretary General of the Democratic Party and remains active in parliamentary committees focusing on foreign affairs and the national budget.
