Kamel Baddari is an Algerian physicist, mathematician, and politician currently serving as the Minister of Higher Education and Scientific Research since September 2022. Born in 1960 in Biskra, he holds a doctorate in physics and mathematics from Moscow. Before his ministerial appointment, he had a distinguished academic career, serving as the rector of the University of Bouira and later the University of M'Sila. An expert in pedagogical engineering and the LMD (Licence-Master-Doctorate) system, he has authored numerous academic works on seismology, mathematical physics, and higher education quality assurance.
