Katsumi Masuda is a Japanese politician currently serving as the Mayor of Rumoi, Hokkaido. Born in Rumoi, he graduated from the Hokkaido University Faculty of Law. Before entering politics, he had a long career as a municipal official in Rumoi, serving in various roles including head of the finance and general affairs divisions, administrative director of the Rumoi City Hospital, and representative auditor. Beyond his administrative career, Masuda is also a playwright and director, having founded the theater group LIP and later the Smile Theater Rumoi, where he focused on social participation for people with disabilities. He was elected mayor in February 2026 after defeating the incumbent.
