Katsutoshi Matsuo is a Japanese politician currently serving as the Mayor of Kashima in Saga Prefecture. Born in Kashima, he graduated from the Faculty of Fisheries at Nagasaki University before returning to his hometown to work in agriculture and fisheries. He served as a member of the Kashima City Council for four terms, starting in 2007, after being encouraged by colleagues in the local fisheries cooperative to represent the interests of the industry. In 2022, he was elected Mayor of Kashima and was subsequently re-elected to a second term in 2026.
