Kazunori Shibata is a Japanese politician currently serving as the Mayor of Utashinai in Hokkaido. Born in 1957 in Kamisunagawa, he graduated from the Department of Civil Engineering at Kanto Gakuin University. Before entering politics, he spent his career in the Utashinai municipal government, eventually serving as the head of the construction division until his retirement in 2018. He subsequently worked as an executive for a construction consultancy firm in Sapporo. Shibata was first elected as the Mayor of Utashinai in 2020 and was re-elected unopposed in 2024.
