Maria Manuela dos Santos Lucas is a Mozambican diplomat and politician currently serving as the Minister of Foreign Affairs and Cooperation. She joined the Ministry of Foreign Affairs in 1981 and has held numerous diplomatic posts, including ambassador to Belgium, the Netherlands, Luxembourg, Italy, and Spain, as well as High Commissioner to the Seychelles and South Africa. In 2017, she was appointed Vice-Minister of Foreign Affairs before assuming her current ministerial role in 2025.
