Before entering state politics, he served as a borough councilman in Mohnton, Pennsylvania. Gillen is also a co-founder and president of the Berks Military History Museum. In the state legislature, he has served on various committees, including Aging and Older Adult Services, Education, Labor and Industry, and Veterans Affairs and Emergency Preparedness.
