Born in Kainan, he holds a master's degree in architecture from Meiji University. Before his tenure as mayor, he served two terms as a member of the Kainan City Council and two terms in the Wakayama Prefectural Assembly. He was first elected mayor in 2002 and has since secured multiple consecutive terms, often running unopposed. During his administration, he has focused on local governance and fiscal responsibility, including implementing salary reductions for special municipal officials to fund COVID-19 countermeasures.
