Minoru Toyoda is a Japanese politician currently serving as the Mayor of Kitaibaraki. Born in 1944, he began his political career as a member of the Kitaibaraki City Council in 1981. He was first elected mayor in 1990, though his career was interrupted in 1995 following his arrest and subsequent conviction for bribery related to a golf course development project. After serving his sentence, Toyoda made a political comeback by winning the 2007 mayoral election. He has since secured multiple re-elections, continuing to lead the city through various administrative challenges, including recovery efforts and regional governance roles such as serving as the chairman of the Ibaraki Prefecture Mayors' Association.
