Noeline Kisembo Basemera is a Ugandan politician and administrator who has served as the Woman Member of Parliament for Kibaale District since 2016. A member of the National Resistance Movement, she serves on the Committee on East African Community Affairs and is active in the Uganda Woman Parliamentary Association. Prior to her legislative career, she held various leadership roles with the Uganda Kolping Society, including deputy executive director. She holds a bachelor's degree in social sciences and a master's degree in development studies from Makerere University.
