Rafael Belaúnde is a Peruvian politician and businessman serving as the Minister of Defense under President Keiko Fujimori since July 2026. He previously served as Minister of Energy and Mines in 2020 under President Martín Vizcarra and co-founded the political party Popular Freedom in 2022. Born in Lima in 1974, he studied economic sciences at the University of Lima and comes from a prominent political family as the grandson of former Peruvian President Fernando Belaúnde Terry.
