Ramatou Mahamat Houtouin

Ramatou Mahamat Houtouin is a Chadian politician and social anthropologist currently serving as the Minister and Secretary General of the Government in the Halina II administration since February 2025. She holds a Master's degree in social anthropology from the International Islamic University Malaysia and a doctorate in social and human sciences from the Catholic University of Central Africa in Yaoundé. Before her political career, she worked in public administration at the Société des Hydrocarbures du Tchad (SHT) and founded the Centre for Research and Action for Development (CEREAD) in 2019. She previously served as the Deputy Director General of the SHT and as the Minister of Energy.
