Richard Edmund Neal is an American politician serving as the U.S. representative for Massachusetts's 1st congressional district since 1989. A member of the Democratic Party, he has served as the dean of the Massachusetts congressional delegation since 2013. Previously, Neal served as the mayor of Springfield, Massachusetts, from 1983 to 1989 and as president of the Springfield City Council. Throughout his long tenure in Congress, he has focused heavily on economic policy, tax code simplification, and U.S.–Ireland relations, notably chairing the House Ways and Means Committee from 2019 to 2023.
